Starting from June 3, 2024, the EU's new customs pre entry security system - Import Control System 2 (ICS2) - will introduce new processes for goods entering the EU's 27 destination ports, as well as Norway, Switzerland, and Northern Ireland, through sea, inland waterways, roads, and railways. This is the third phase of the new system implementation, which will extend the requirement for security data reporting to all modes of transportation.
ICS2 is a new EU Customs Cargo Advance Information System that improves data-driven customs security processes, adapts to global business models, and promotes free trade flow. This system will collect relevant data before all goods entering the EU arrive. The EU customs authorities will use this system to strengthen protection for EU citizens and domestic markets, and resist security threats.
In order to comply with the EU's Import Control System 2 (ICS2) regulations, customers are required to provide the following additional information in the Shipping Instruction (SI) for carriers to submit:
1. HS Product Code (6-digit number): A standard code used in international trade to identify the identity of goods
2. Detailed description of goods: Provide specific, complete, and accurate product names to enable customs authorities to identify the goods
3. EORI of the consignee within the European Union: The registration and identification number of the EU economy, which is a unique number throughout the EU region, issued by the customs of EU member states to import and export companies or personnel
4. Detailed address of the recipient: including street name, city, province, postal code, and country
According to the UCC Alliance Customs Code Work Plan (Commission Implementation Decision (EU) 2019/2151-UCC Work Plan), Import Control System 2 (ICS2) will operate in three versions. Each release will affect different operators (EOs) and transportation modes. EO will begin to declare its goods to ICS2 based on the type of service it provides.
